VVOB is currently fully unpacking the theory of change (ToC) or hypothesized causal framework of its Skilling for Sustainable Futures Flagship (SFSF) approach, which aims at smoothening the school-to-work transitions of youth in general secondary education and secondary TVET. By the end of 2025 we want to establish an overview of key indicators (must- have + optional) at all levels of the ToC. As the next step, we want to map how these indicators are measured in scientific literature and in relevant grey literature from the education, youth economic opportunities, and development sectors.

In early 2026, we would start with the creation of a database of relevant and valid existing measurement tools that can be used to measure these indicators and, hence, the impact of our SFSF programs at all levels of the ToC. Selected measurement tools included in the database will also be contextualized to the programmatic and country context, and consequently, pilot-tested to establish reliability and validity.

Depending on the start date and duration of the placement, the PGR could be involved in the full process or focus on a specific part of it.

Skills and Experience Required for role:

Must have technical skills: familiar with literature review and using scientific databases. Must have soft skills: works in a structured and organised manner, is results-oriented, and a team player.
Must have expertise: not applicable.
Knowledge on general secondary education and secondary technical and vocational education and training is a plus, as is knowledge of school-to-work transitions, youth aspirations, breadth of skills, study and career guidance, project-based learning, work-based learning, effective professional development of teachers and school leaders. Proficiency in French and/or Spanish is an advantage.

Skills likely to be developed:

Expand literature review skills and gain knowledge on existing and validated measurement tools in the areas of TVET and school-to-work transitions, learn to contextualize established tools to the development context, collaborating in an international NGO, expand knowledge on programming in secondary and technical and vocational training.
